Can an AI Tool That Finds Creators Run Your Whole Seeding Campaign?

By
Yong Suk Choi

Not yet. AI creator tools now cover discovery, cost estimates, outreach messages and post counts, but four jobs that decide a seeding program's results still fall to a person. They are the final pick of who gets product, shipping inside the US, following up with creators who haven't posted, and securing usage rights and ad access. Before you adopt a tool, decide who owns each of the four.

Picking who gets product is the first of the four. A tool can shortlist creators, but post counts start with who you finally pick, before anything ships. For GAMTAN's posture bra, BAZZAAL, an LA-based K-beauty influencer agency, first confirmed each creator wanted the product, then reviewed every candidate with GAMTAN. Of the 30 creators who received it through unpaid seeding, 23 posted at least once.
The tools don't take the other three jobs either. None of the seven tools reviewed here said it ships product to creators inside the US. TikTok Shop reminds sample creators to post, but reminders don't guarantee a post, and TikTok doesn't make up the shortfall. And creators can revoke Meta partnership ad permissions at any time, so someone has to secure and track that consent.
In short
Picking who gets product and shipping it need a person. Even tools that create gift orders don't ship them, so the brand, its agency or its 3PL packs and sends the boxes.
Follow-up and usage rights need a person, too. TikTok Shop's 14-day posting window reminders don't replace missing posts, and ad access has to be granted by each creator.
Before you adopt a tool, decide whether the vendor, your agency or your team owns each of the four jobs. If you use a seeding service that ships for you, its staff take on shipping and follow-up.
How does seeding break into steps, and how much can software take?
When you split seeding into nine steps, software handles the tasks that stay in data: searching, estimating, messaging and counting. Anything that moves product or needs a creator's consent falls to a person.
Step | What software does | What your team or 3PL does |
|---|---|---|
Discovery | Finds profiles that match a written description | Judges whether a creator will actually accept the product and post |
Rates and budget | Estimates spend with each creator's fee included | For unpaid seeding, decides how many to ship, since not every creator posts |
Outreach | Writes and sends proposal emails and DMs | Confirms the creator wants the product |
Contract | Drafts a contract from agreed terms | Checks the terms and explains disclosure rules |
US shipping | Creates gift orders in the brand's store, shows shipping status | Sets seeding stock aside, packs PR packages and ships them to US addresses |
Content tracking | Counts posts that went up, sends deadline reminders | Contacts creators who haven't posted and backfills the gap |
Usage rights and ad access | Builds partnership ads inside the platform, manages access once granted | Asks each creator for consent and agrees on duration and scope |
Payment | Pays creators for paid partnerships inside the platform | For unpaid seeding, budgets product and shipping instead of a fee |
Recap | Collects views and engagement | Picks reference videos and the direction for the next brief |
Four of the right-hand cells decide how many posts you get, when, and whether you can run them as ads. They are the final pick, US shipping, follow-up on missing posts, and usage rights and ad access. The sections below take them in that order.

Who decides what happens after the creators are found?
Even with a candidate list in hand, a person decides who gets product. BAZZAAL screens creators in three steps: creator applications, vetting and brand approval. Product goes only to creators who have confirmed they want it.
The final pick matters most for products creators hesitate to film. GAMTAN's posture bra was one. Underwear has to be shown on the body, so many creators who receive it still hold back from filming.
For GAMTAN, BAZZAAL looked for candidates among the US nano creators it already works with. It kept only those interested in the product and comfortable wearing it on camera. BAZZAAL reviewed every candidate with GAMTAN, settled on 30 creators for unpaid seeding, and wrote the brief and handled shipping. Between July 1 and October 15, 23 of the 30 creators posted at least once.
Who ships the product inside the US?
Once the creators are picked, someone has to pack and ship the box. That is the brand, or the agency or 3PL it hires. Aspire sends gift orders to the brand's Shopify admin, where the brand's fulfillment team ships them.
Shopify Collabs and TikTok Shop work the same way. When a creator claims a gift in Shopify Collabs, an order appears in the brand's Shopify admin for the brand to fulfill. For TikTok Shop free samples, the seller must ship within seven days of approving the creator's request and pays for the product, shipping and tax.
Some services do take on shipping. Statusphere, a US seeding platform outside the seven tools reviewed here, says it packs and ships each creator's package from its own facility and handles creator questions and reminders. In that setup, the platform's staff do the shipping and follow-up instead of the brand's team.
Whoever does it, seeding shipments run differently from sales orders. TRG Fulfillment, a 3PL near Los Angeles, lists three differences in a guide on its site.
A sales order ships on its own each time a customer checks out. Seeding kits ship in batches of dozens or hundreds, timed to a launch. With no checkout page, addresses come from a campaign tool or spreadsheet, so someone has to check them. The unboxing is content, so packaging matters more.
That affects who can own shipping, because not every 3PL wants that kind of volume. Picky, a US TikTok Shop partner, ran into this. Its CEO told Byline Network that existing 3PLs found Picky's volume hard to handle, because so much of it was creator seeding and affiliate samples rather than sales orders.
Owning shipping also means deciding where it ships from. As BAZZAAL's post on seeding costs explains, shipping from Korea straight to a US creator's home is slow and adds customs paperwork.
BAZZAAL ships seeding packages three to four weeks before sales begin, which is the time creators need to receive, film and post. If transit from Korea eats into that window, fewer posts are live by launch day.
Once a package ships, someone has to send the creator the content guidelines so the delivery turns into a post. For GAMTAN, BAZZAAL wrote the brief and handled shipping. MEDIHEAL ships its own seeding product to creators, and BAZZAAL checks every address before handing over the approved list. When tracking numbers come back, BAZZAAL sends each creator the guidelines.
Who follows up with creators who haven't posted?
After delivery, tools help count posts, but they don't fill the gaps. Creators who receive TikTok Shop free samples must post within 14 days of receiving them, and TikTok sends automatic reminders.
Reminders don't guarantee a post. Under TikTok Shop's sample policy, a creator can request one seven-day extension, and the seller gets no notification. A creator who still doesn't post sees their sample fulfillment rate drop, which makes future samples harder to get. The brand's campaign still ends one post short.

So BAZZAAL tracks every post and follows up by hand. In the monthly SKIN1004 program, if fewer creators post in a month than planned, BAZZAAL backfills the shortfall the next month. For a one-time launch, BAZZAAL ships extra from the start. If you need 30 pieces of content, planning on about 70% coming back gives 43 shipments, which BAZZAAL rounds up to 45 for a buffer.
Checking posts is also how a brand meets the FTC's monitoring expectation. The FTC's Endorsement Guides treat free product as a material connection that must be disclosed.
Advertisers are expected to give creators disclosure guidance, monitor compliance and correct problems. For free product sent without a contract, the FTC's FAQ says monitoring for at least a few months is probably reasonable. Handing the program to an outside company doesn't remove the brand's responsibility.
Who secures usage rights and ad access for seeding posts?
Once a post is up and its disclosure checked, the next question is whether you can use it in ads. That takes two kinds of consent. Ad access lets the brand run ads through the creator's handle. Usage rights let the brand download the video and use it on its own site, an Amazon product page or ads from its own account.
Ad access comes from the creator under the platforms' own rules. To run Meta partnership ads, a brand needs the creator's permission at the content level or the account level, and the creator can revoke it at any time. For TikTok Spark Ads, the creator generates an authorization code for each video and picks a period of 7, 30, 60 or 365 days. When the period ends, the ad stops.
Usage rights come from the creator, too. BAZZAAL doesn't run seeding posts as ads without the creator's consent. To use one, BAZZAAL asks the creator for usage rights for a set period, and negotiates if the creator asks for a fee. The same goes for a client's own channels. In BAZZAAL's SKIN1004 program, creators own their content, and SKIN1004 sets usage terms with each creator before reusing a post.
Tools can manage access once it is granted, but asking each creator and agreeing on duration and scope is a person's job.
What do AI creator tools cover, based on public materials as of November 2026?
With the four jobs laid out, the next question is how far each tool goes. This post reviewed seven tools. Three are Korean tools that launched AI creator agents this fall, two are platforms that built in similar features, and two are US gifting tools that document how their gift orders work. As of November 5, 2026, none of the seven said it ships product to creators inside the US.

The table labels press-only items because coverage and company materials don't always describe the same scope. In the IndentM demo, a plan for 100 micro and nano creators produced a spend estimate in under three minutes. News1 noted that those three minutes covered parsing the campaign criteria and estimating cost, and that selection, outreach and execution were separate steps.
Featuring's fee negotiation support and contract drafting appear only in ZDNet Korea's coverage.
Storika's stated scope has changed over time. Its archived October 18 homepage said AI handled everything from finding creators to shipping tracking and post verification. The About page updated on November 4 lists only discovery, campaign setup and adding creators to lists. Its pricing changed too. Storika bills in tokens, and in October tokens covered every agent task; in November they cover only creator discovery and list downloads. The table follows the company's November notice.
Whichever tool you choose, someone still has to make the final selection, ship inside the US, follow up on missing posts and secure usage rights and ad access. So before you sign, ask who owns each of the four.
What should you ask before adopting an AI creator tool?
When a vendor pitches you, ask these five questions. The last one checks which of the four jobs the price covers.
Of the candidates the tool finds, who picks the creators who will actually take the product and post?
Who ships product to creators inside the US? If the tool only creates orders, have you decided who sets seeding stock aside, packs it and ships it?
Does the service include chasing creators who haven't posted and backfilling the shortfall? Who checks disclosures?
Who asks creators for ad access and usage rights? If you plan to run seeding posts as ads, someone has to get each creator's consent.
What do you pay for? If the price is based on creator searches or list exports, you still need someone else to ship and follow up.
FAQ
Do tool spend estimates apply when you send product with no fee?
No. Unpaid seeding sends product without a fee, so an estimate built on creator fees doesn't match the budget. BAZZAAL plans on about 70% of shipped products coming back as published content, and divides the content it needs by that rate. For 30 pieces of content, that is about 43 shipments, or 45 with a buffer.
If we use a creator-finding tool, do we still need an agency?
If you only used an agency for creator discovery, a tool can replace it. Can someone on your team make the final pick, ship inside the US, chase non-posters and secure usage rights? If not, a tool alone won't run seeding. Decide first whether your team, an agency or a seeding platform that also ships will own those four jobs.
How many gifted creators usually post?
Published figures measure different things. Upfluence's help center says 60% of creators who receive a gift share content on average, without saying how that was measured. Traackr surveyed over 300 marketers, not creators, in 2023. Of them, 61% said fewer than half of their gifted creators posted. BAZZAAL's planning figure of about 70% comes from shipping only to creators who confirmed they want the product, so it doesn't compare directly with gifting sent without asking.
